From Poor Farm to County Home: Some Residents from 1860 to the 1930s

The county institution presently known as the Howard County Home has its origins in 1857, when county commissioners Willis Blanche, Harvey Brown and B.W. Gifford, looking for a facility to serve as a "permanent home for the helpless and unfortunate poor who must be cared for at public expense," purchased the 165-acre Thomas Galewood farm, some 2½ miles south of Kokomo's city limits, for $4500. According to Jackson Morrow's 1909 history of Howard County, the first buildings consisted of a log hut and stable, used as a residence and barn, respectively. Within three years, the facility was deemed unsuitable for its intended purpose. On December 5, 1860, commissioners William Woods, John Knight and Robert Coate sold this property to Nelson Purdum for $3472.75. A month later they spent $2800 for 80 acres of land belonging to James H. McCool and contracted for a modest house to be built on the site. In 1865 a larger building, a 2-story main building measuring 20 by 36 feet, with a 1-story wing measuring 16 by 36 feet, was constructed for the use of the appointed superintendent and the county's poor.

In Morrow's words, "it would be difficult to construct a house more illy adapted for the purpose than this one, and in a few years, the board, becoming satisfied of its bad arrangement and unhealthfulness, determined to build a better one," that would be both a comfortable home for the Howard County's poor residents as well as a credit to the county. An architect from Indianapolis, G.W. Bunting, superintended the erection of this building, which was built by David O. Freeman at a cost of $14,965.85. The structure consisted of two stories and a basement, measured 135 by 45 feet, was divided into 45 rooms, and had the modern convenience of steam heat. It fronted on what was then known as Pete's Run Pike (present-day West Jefferson St.) and in 1909 was still one-half mile west of Kokomo's city limits. The present-day location would be just west of Berkley Road near the site of the First Presbyterian Church. In the mid-20th century the institution moved once again into a new facility on West Boulevard St. west of Kokomo. The West Jefferson St. building was torn down in 1957.

Over the years the institution has been called by many different names. In 1860 it was simply the 'poor house' and housed 2 indigent residents in addition to the supervising farmer. Subsequent censuses saw it labelled the 'poor farm,' 'Howard County Poor Asylum,' 'Almshouse,' 'Howard County Infirmary,' and then once again, the 'Howard County Poor Farm,' with a superintendent appointed by the County.

For nearly a century and a half the County Home has been the residence of numerous less affluent or fortunate citizens of Howard County, some of whom lived there for 50 years or more.
